The issue is dedicated to the Constitution of the USSR; each article of the constitution is written out and accompanied by photos, statistics, quotes, and maps illustrating progress made in that area. A section is also dedicated to the Soviet Republics, with a traditional pattern, maps and statistics included for each republic.
